Paul Staples, Chairman/CEO:

Mr. Staples was the principal of Staples & Associates an environmental/marketing consulting firm with an emphasis on hydrogen energy technologies, and is founder of HyGen Industries.  The Clean Air Now Solar Hydrogen Vehicle Project was developed by Staples & Associates in early 1991.  Later that year he concluded it would be easier to raise the funding for this demonstration project with the tax advantages of implementation through a non-profit organization.  At that point Clean Air Now (CAN), an inactive non-profit a 501(c)(3) organization with an impressive pioneering history during the early days of the modern day environmental movement.  Mr. Staples reorganized the organization by recruiting a new board of directors, and the organization was reborn.  With this new board, he co-authored a new mission statement, which the group adopted; “to take a pro-active approach to solving this country's air pollution and energy problems through implementation of the renewable hydrogen economy”.

As President of the Board, Executive Director of Clean Air Now, and Project Director and General Manager of the CAN Solar Hydrogen Vehicle Project at Xerox from 1991 - 1996, he lead the effort, and built the team that brought the project together.  He also spearheaded an effort (with the invaluable support and leadership of the then SCAQMD Governing Board Member - Sabrina Schiller) to re-organize the AB2766 funding process, a legislation passed by the California State Assembly to provide funds through vehicle registration fees for public/private partnerships to fund pollution reduction projects.  The result of this effort is that AB2766 is now a more effective and fair program that funds projects that have the potential to develop and deploy technologies that will obtain significant air pollution abatement impact for the present and the future.

This set the stage for 1993 when he co-wrote and submitted two proposals to fund the CAN Solar Hydrogen Vehicle Project at Xerox.  One through AB2766, and one to the White House Technology Reinvestment Project (TRP).  The TRP was a federal public/private partnership-funding program developed by the White House for defense conversion.  Both proposals were funded and the CAN Solar Hydrogen Vehicle Project at Xerox in El Segundo, California, the world’s first commercially permitted solar hydrogen generating facility, became a reality, as well as the beginning of the renewable hydrogen economy.  With the same team (and a few new additions to the team), he embarked on an effort to bring these hydrogen technologies to the marketplace for transportation and general energy needs as Chairman/CEO of HyGen.

As Chairman and CEO of HyGen, Mr. Staples has, with the same team (and a few new additions to the team), embarked on an effort to bring these hydrogen technologies to the marketplace for transportation and general energy.  In this role he is responsible for developing for the City of Santa Monica’s Environmental and Public Works Department, their Hydrogen Vehicle and Fueling Infrastructure Program and Project, which lead to a 5 city 6 site funded program involving the additional cities of Burbank, Riverside, Santa Anna, & Ontario, as well as the SCAQMD Headquarters, which provided hydrogen fueling stations for each location fueling 30 hydrogen converted Toyota Prius Hybrids.

His educational background includes environmental science and engineering, media, marketing, advertising and public relations.  His professional experience includes over 20 years in those areas, as well as 2˝ years with Citizens For A Better Environment, a 501(c)(3) non-profit NGO.

Richard Capua, P.E., Executive V.P., General Contractor, Director: 

Mr. Capua is a Professional Engineer and contractor, registered with the Central Contractors Registration (CCR), has been awarded a CAGE Code, and is listed on Pro-Net.  Projects requiring a Secret (Federal) clearance can also be performed.  His company, Abovo Energy and Contractors is a mechanical systems contractor, specializing in the installation of high-tech systems.  Abovo installs high-tech industrial systems such as those used for specialty gases, cryogenic gases, waste handling acid, neutralization, high vacuum, and clean steam.  Abovo owns and operates a Class 1000 clean room for high-tech fabrication and specifications.

Alexander Kolb, Director:

Director: Alexander Kolb joins the team with a diverse technical background. He has training in electronic engineering and 24 yrs. military experience in Avionic Navigation and Communications, Flight Simulator Systems, and has over 4000 hrs as a C-130 Flight Engineer Instructor. He has participated in several large office construction projects, designed studio air handling systems, installed residential photovoltaic systems and is constantly staying abreast of new innovative energy related projects and products. He brings to the team exceptional skills in organization and management. He is deeply committed to participating in the development of environmentally friendly technologies and sees hydrogen as a viable vehicle for future energy needs. He is an initial financial backer of this project.

W. Woodland Hastings, Chief Environmental Officer

Director. Environmental Consultant, Co-founder, Southern California Council on Environment and Development, former Citizens for a Better Environment, Los Angeles, Office Director, Environmental/Land use planner for L.A. City Councilman Richard Alarcon and currently Environmental Justice Officer for the South Coast Air Quality Management District. Mr. Hastings will consult on and interface with local government entities involving land use and environmental issues as well as oversee human resources for HyGen Industries.

Kevin McSpadden, General Counsel.

Mr. McSpadden joined Andrews & Kurth in 1991. His practice includes representing project lenders, owners, and developers of co-generation and small power production projects in all phases of project financing and is counsel to an intrastate natural gas pipeline and a waste-to-energy developer. Kevin has spoken before various groups at seminars and conferences related to natural gas regulatory issues. Mr. McSpadden graduated from Baylor University (B.B.A., 1980) and received his law degree from Tulane University School of Law (JD. 1984). Currently he has his own practice specializing in the areas of law mentioned here and was general counsel to Clean Air Now. Mr. McSpadden will be counseling HyGen Industries on all regulatory, legal and contractual issues.

Bill Kaiser:

Vehicle Engineering.  William Kaiser brings nearly four decades of experience in Aerospace and Automotive Engineering. Kaiser has been working with HyGen Industries and the team since 1992 helping project development for the Solar Hydrogen-Vehicle Project at Xerox and retrofitting three hydrogen vehicles for Xerox and West Hollywood. Previously and concurrently Kaiser worked with the University of California at Riverside on a similar project. He has been invaluable in transferring this technology for a practical commercial application at Xerox, and will be significantly involved in the development of retrofit components. Mr. Kaiser worked on the conversion of one of the nations first private sector conversion of a Dodge D-50 truck to run on hydrogen known as the Zweig Hydrogen Vehicle.

Glenn Rambach, M.S.: General Systems Engineering Manager/Consultant

Mr. Rambach has developed optimization methods for design and operation of intermittent renewable energy systems where energy storage provides on-demand power, and his 5-kW wind-solar-hydrogen-fuel cell facility still operates at the University of Nevada, DRI in Reno. Mr. Rambach has worked as a research engineer at Stanford University and spent 20 years at the Livermore and Sandia National Labs.  Previously, Mr. Rambach served as Director of Engineering at Texaco Ovonic Fuel Cells, Director of New Technology at Tenneco Automotive. Most recently, Mr. Rambach completed R&D contracts supporting a nuclear company and a defense contractor in the areas of hydrogen economics, very large scale hydrogen production and transport, and synthetic hydrocarbon fuels.

Early in his career he led experimental research in the fundamentals of combustion at Stanford and the Sandia Combustion Research facility. Mr. Rambach has written numerous papers and given presentations on technical, policy and strategy issues for advanced energy devices, systems and marketing. He has two solid oxide fuel cell patents, is the inventor of a high-pressure cryogenic hydrogen fuel tank and is a co-developer of the first x-ray laser. Mr. Rambach received his BS in Aerospace Engineering from Cal Poly University and his MS in Aerospace Engineering from Princeton University (Thesis on Fundamentals of Emulsified Diesel Fuels).

James Heffel:

Project & Systems Engineering, Vehicle Conversion R&D Consultant for HyGen Industries:  Mr. Heffel joined the Center for Environmental Research and Technology in 1992 and is responsible for performing research and development activities in the area of advanced vehicle engineering. Mr. Heffel obtained his Bachelor of Science in Mechanical Engineering at California State University-Long Beach, and has a Master's Degree in Business Administration from Pepperdine University. Prior to UCR, Mr. Heffel was an Engineer-Scientist at McDonnell Douglas Space Systems Company, Wyle Laboratories, and Hughes Aircraft Company where he provided engineering and testing support for satellite and rocket programs. Mr. Heffel is co-author of Hydrogen Fuel for Surface Transportation, has numerous technical publications, and two patents pending. He serves as the Southern California Section SAE Fuels and Lubes Vice-Chairman, and UCR SAE student advisor. Mr. Heffel is on the Alternative Fuel Advisory Board for the College of the Desert and is a Fellow in the Institute for the Advancement of Engineering.

Tim Little:

Environmental Relations. former Executive Director for Coalition for Clean Air. Mr. Little is a co-founder of the Rose Foundation and serves as its Executive Director. In addition to helping develop the Headwaters Debt-for-Nature Project, he oversees the Foundation’s donor-advised grantmaking and loaned-organizer programs. He has over 15 years of media, campaign and administrative experience on the staff of the Coalition for Clean Air (as Executive Director), Heal the Bay and Communities for a Better Environment. He serves on the board of directors of Earth Share of California. Recent publications include the "Environmental Principals for Military Base Closures" (1994), a consensus document endorsed by over 40 conservation, environmental justice, sustainable design, progressive economic and labor organizations.
